On the more general topic: I think Standard and Poor is just the right name for them; you couldn't make it up. These organizations that give 'credit ratings' are often causing economic instability more than reflecting it. It sometimes reaches a point pretty close to a form of economic terrorism. 'You do as we say, or we'll help to cause your country's ruin in the global economy!'
