Meanwhile, the RCMP in Richmond have launched an investigation into the abandoned dogs.

Thirty-eight small dogs were found in cages that were stacked outside the locked gates at the Richmond Animal Protection Society (APS). The cages were covered by a tarp.

Another 12 dogs were found about 20 kilometres away at a shelter in New Westminster, B.C.

Townsend would not speculate on whether the dogs were from a puppy mill.

Vets say they're friendly, in a way that neglected and abused dogs aren't.

have been out at 3 AM and hurt the pups. That is why you never give away animals for free.
