Although state and local governments have primary responsibility for administering elections, the Civil Rights Division is charged with enforcing the federal voting rights laws that protect the rights of all citizens to access the ballot on Election Day.
In the days leading up to and throughout Election Day, Civil Rights Division staff members will be available by telephone to receive complaints related to possible violations of the federal voting rights laws (toll free 1-800-253-3931 or 202-307-2767 or TTY 1-877-267-8971). In addition, individuals may also report such complaints by fax to 202-307-3961, by email to voting.section@usdoj.gov and by a complaint form on the department s website : www.justice.gov/crt/about/vot/.
Wonder what happens when they cross paths with Van Hollen's folks, deployed to.... back the True the Vote (R) election suppression goons?

I know that the League of Women Voters has a program in place
http://www.lwvwi.org/VotingElections/Fall2012ElectionObserverProgramOverview.aspx
But they're no longer accepting applications. Maybe because training deadlines
have passed?
You could give them a call: (608) 256-0827 and someone might be able to tell you
about other groups, or if they have a last-minute need anywhere.
Another possibility (don't know if you're anywhere near Milwaukee) is
the N.A.A.C.P. Their phone is 414-562-1000. I googled up a PDF "election
observer 3-page training manual" they put out, so there is a program
in place. Tried to call just now but the office is closed.

(8,514 posts)Just visit the precinct of your choice and sign in as an observer. They usually have a copy of the rules for observers. You don't have to have a sponsoring organization. Just follow the rules, which include wearing an observer name and usually restrict where you can go and who you can talk to while you observe.
I observed for OFA in 2008. Easy Peasy!
