usually held at the very end when folks just wanna go home. after hotel check out
sometimes in a stupid location
sometimes credentials for the vote is awkward

the staff has to push turnout for the poll
maybe they just didn't

in case it doesn't look good for the right candidates.

That's some pretty poor turnout if you ask me. But IIRC, it's average to high for the WisGOP.
