State elections board to meet next Wednesday to hold random drawing to pick winner in tied House race

The Virginia State Board of Elections will wait until after Christmas to pick a random winner in a tied House of Delegates race that could decide who controls the House.
Chairman James Accorn said Thursday morning that the three-member board will meet next Wednesday in Richmond, possibly at 11 a.m. Alcorn said officials were still working out some logistical details but expect to post the full meeting details online later Thursday.
With the General Assembly set to convene in Richmond on Jan. 10, officials had considered the possibility of holding an emergency meeting this week, Thursday or Friday. That solution proved unworkable because, Alcorn said, because some board members are already gone for the holidays.
With incumbent Del. David E. Yancey, R-Newport News, and Democratic challenger Shelly Simonds tied after a recount in the 94th District, the state elections board will break the tie through "determination by lot." The board is planning to use the same random drawing method it has used in the past to decide the order in which candidates appear on the ballot. Under that method, officials will write down the name of each candidate on a piece of paper, put each name in a film canister, then draw one canister at random from a bowl or a hat.
