By the time Sen. Tom Garretts bill to decriminalize oral and anal sex between consenting adults came up for a Virginia Senate vote Friday, the intent of his sodomy legislation was well known.

Three weeks earlier, Garretts SB14 brought down widespread scorn upon the Louisa County Republican because of misunderstanding about the sex-themed bill.
The legislation is necessary, Garrett said, to fix a legal loophole created by a federal appellate court decision last year that rendered Virginias anti-sodomy law unconstitutional.
It is drawn to preserve prosecutors ability to criminally charge adults accused of having sexual contact with juveniles. It initially had been perceived in some circles as legislation to punish gay intercourse, a charge Garrett denied.
