Obamacare Health Plans to Get Special Label

Texans who purchased an insurance plan under President Obama's signature health law will soon have a special label on their insurance cards — "QHP," for "qualified health plan."

House Bill 1514, which becomes law Sept. 1, will apply to more than a million Texans who purchased insurance on healthcare.gov, the federal exchange created by the Affordable Care Act (ACA).

Critics of the change worried it would open the door for doctors to discriminate against low- and middle-income Texans. The vast majority of people who bought plans had incomes less than four times the federal poverty line and received a subsidy to lower the cost of insurance.

Doctors said the bill would help physicians remind their patients to continue making monthly payments toward their health insurance premiums — what bill author Rep. J.D. Sheffield, a Republican from Gatesville, has called a “teachable moment.”

screening promised by the government. Doctors are charging more than the set amount in the government contact with BCBS of TX for those on underinsured government Marketplace Plans. Same with an appointment to see a doctor for something like a prescription for hypertension or high blood pressure medicine. BCBS of TX is mailing out a form with its statements of care, including a form addressed to the Texas Medical Board, about the over charges. Poor people cannot take a chance on having to pay out of pocket for the health screening that they were lead to believe were free by the ACA.

If you get a bill for any overcharges, call the company billing you, and ask for a copy of the contract between the insurance company and the doctor. It is your right to have a copy. If the bills persist, send a copy of the contract with your complaint to the Texas Medical Board. While you are waiting, just keep in mind that, teachable moment, is to just keep paying the premiums while you go without the medical care that President Obama promised. This is going on into a second year now; now August 2015.

IMO, many of the poor who are needing care are on ACA plans that according to the State Medical Board are below the minimum level of care. Who is deceiving the public, the US Department of Health and Human Services or the State of Texas? BCBS of Texas is sending out letters telling people that they need to sign a form that the ACA Marketplace Plan, probably a HMO Bronze Plan, is below minimum care according to the State medical and licensing agency.

Many people on the Bronze Plan are probably not needing to pay a premium as their Bronze Plan subsidy falls above the amount of the premium. So Rep. Sheffield is deceiving the public.
