Texas open carry and campus carry bills advance to Senate floor

The Senate State Affairs Committee voted Thursday to allow the open carrying of handguns and the concealed carrying of guns on college campuses. The bills, each passed on a 7-2 party-line vote, are the first substantive measures advanced by any legislative committee this year.

The votes to send the bills to the full Senate came in the face of conflicting advice from law enforcement, university leaders and others, along with Democratic opposition. The action cemented a renewed GOP push on gun measures that have been repeatedly blocked in recent years.

“We are talking about law-abiding citizens who want to exercise their rights,” said Committee Chairwoman Joan Huffman, a Houston Republican. “It’s a matter of letting people, if they so choose, protect themselves in a legal way.”

Lawmakers amended one of the bills to make sure that if both bills pass, open carry wouldn’t be allowed on campuses.

On campus carry, Democrats raised concerns about public confusion, potentially decreased safety and a one-size-fits-all approach. On open carry, they expressed worry over racial profiling, added expenses for law enforcement and unnecessary alarm to the public.

Birdwell countered that he was standing up for “rights that are granted from God.” And Estes — pointing to Texas’ status as one of the few states that bans open carry of handguns — said he was simply trying to right an “ancient wrong.”

The dueling opinions of Texas A&M University System Chancellor John Sharp and University of Texas System Chancellor William McRaven offered perhaps the most high-profile example of the divide on the issues. Neither attended the session, but both had letters read into the record.
