Comparison of Tax Rates in PA vs. neighboring states

All of the states surrounding Pa. have a progressive income tax, and have a much higher rate on upper income households than Pa.

Pa. is not currently allowed to have a progressive income tax, but the intent is to increase the rate, and then provide more deductions, exemptions and/or rebates for lower income households.

It isn't like we couldn't have a progressive income tax. It would take a Constitutional amendment, but I have a feeling that most of the people in this state would support it. And since we would be the ones voting for the amendment, the only thing that I see stopping it is getting it on a ballot.
