Why Didn't Corbett Investigate the PA. Turnpike Commission?

Everyone has questioned why it took the Attorney General's office 2.5 years to charge Sandusky with a crime after a credible witness stepped forward.

I wonder the same question about the PA. Turnpike Commission. The Turnpike should have been a target-rich environment for corruption investigations years earlier by Corbett as Attorney General. Most of the criminal allegations involved actions that occurred many years ago, but it was only recently that criminal charges were filed.
