(btw, off topic: Welcome to DU, Pat Riot. I like your moniker - it reminds me of a similar word play in Joni Mitchell's song, "Sex Kills":
I pulled up behind a Cadillac;
We were waiting for the light;
And I took a look at his license plate-
It said, "Just Ice."
Is justice just ice?
Governed by greed and lust?
Just the strong doing what they can
And the weak suffering what they must?

(18,219 posts)trying to improve police relations. Sometimes, you just can't reason with police who are intent on pushing their authority around, and that is just what this sounds like.

(14,779 posts)The older I get, the more I hate abbreviations. Even the article you cite does not use the term SWB, so it must be that the driver was driving a Slow White Buick, maybe he was carrying a single large balloon? Or was Stopped by While Blasting away with his boom box. I just do not know, can you tell be which of these terms do you mean by SWB?

Prosecutors plan to withdraw the charges against a teacher arrested in Homewood last month pending the outcome of a municipal investigation.
"I have reviewed the circumstances surrounding the matter to this point," Allegheny County District Attorney Stephen A. Zappala Jr. said in a statement issued today. "It's clear that the encounter with police resulted in part from two individuals exercising their constitutional rights."
Dennis Henderson, 38, of the North Side, was charged with disorderly conduct, resisting arrest and obstructing a highway or other public passage in an incident that angered community groups. Freelance photographer Rossano Stewart was handcuffed and then released.
