He was the only smart one in Bush's cabinet. You could tell his heart wasn't in the Iraq war.

Years ago I attended a press conference he was giving on his run for the Presidency. At the time I was pumped up he would run but was disappointed that he said he couldn't do it.

People forget that he was in charge of the Cover up at Divisional level of My Lai. It was Powell who was put in charge to respond to the letter that should have lead to an complete investigation at divisional level or at Corp level (Technically the US Army in Vietnam was an US Army Corp. Powell position was no massacre took place, the author of the letter was to far away to have seen it if it occurred. When another solider arrived back in the states and out of the service wrote a similar letter to the Army's Inspector General, then and only then did My Lai come out.

Now, Powell was the SECOND investigation, the first appears to have been done at Brigade Headquarters, in this case the 11th Brigade of the 23rd Division (Americal Division) XXIV Corps, US Army in Vietnam. The Brigade investigation appears to have been a white wash, as the subsequent Divisional investigation by Powell.

Powell was an advocate of expanding the war in Vietnam, including FORCING peasants to move to "secure hamlets" (Where they could be watched and "protected" from giving supplies to the Viet Cong). He admits to supporting shooting any Military Age Males while in Vietnam. His investigation of My Lai, could have reveal it a lot sooner, but his efforts were clearly at finding that no such massacre occurred, not at determining what happened.
