Budget deal comes together quietly

ALBANY—The state Legislature began printing budget bills late Friday night as part of what appears to be agreement on a roughly $140 billion state budget, though parts of the deal remain uncertain.

In an unusual move, leaders did not formally announce the framework of the agreement, which traditionally happens before the legislature begins the printing of budget bills, until Saturday afternoon, when Governor Andrew Cuomo's office sent a list of highlights from the deal.

Cuomo, whose schedule says he is in the New York City area, will hold a conference call with reporters at 1 p.m.
