The developers of Empire Outlets and the Building and Construction Trades Council struck a deal Tuesday that would see the entire project to construct a 125-store outlet mall and hotel on Staten Island use unionized labor.
It was one of the most contentious issues in the negotiations.
Earlier, developers only wanted to use 15 percent unionized labor.
The developers have also given strong commitment to use a large workforce from Staten Island.

We are losing our unions year by year and it needs to stop.

labor.
