Cuomo seeks to update surrogacy law, end 'gay panic' defense
ALBANY — Gov. Andrew M. Cuomo is throwing his weight behind two pieces of legislation assisting LGBTQ New Yorkers during the final weeks of the legislative session, which concludes June 19.
One bill would legalize compensated gestational surrogacy and the other would ban the "gay panic " defense in criminal cases.

The governor said New Yorkers would be horrified if they knew that the gay and trans panic defenses were still on the books.
"Before the end of the legislative session, we need to fix these two violations that are repugnant to what we believe and who we are and an injustice to the LGBTQ community," Cuomo said.
