EPA won’t clear Westchester water plans without court settlement

With a federal lawsuit carrying hefty fines hanging over its head, Westchester County has been scrambling to bring Water District 1 into compliance with the latest treatment rules for drinking water.

But the Environmental Protection Agency has refused to sign off on its latest plan, saying it has to be part of a comprehensive settlement of the lawsuit that includes permanent and interim measures to bring the county into compliance and the payment of a “substantial civil penalty for the County’s years of non-compliance.”
