Food stamp reform under fire at State House hearing

CONCORD — The head of the state’s welfare programs said a bill that would make it tougher to qualify for food stamps in New Hampshire would do nothing to reduce welfare fraud, even though that’s what many of its supporters believe.

Terry Smith, director of the Division of Family Assistance, testified on Wednesday before the House Committee on Health, Human Services and Elderly Affairs, on Senate Bill 7, “an act relative to eligibility for food stamps.”

The bill, sponsored by several Republican senators, cleared the Senate on March 16 on a 14-9 party line vote.

It has become a flashpoint for food banks, social service agencies and other advocates for low-income families who lined the halls of the Legislative Office Building and packed the hearing room on Wednesday.
