The owner of Dorchester’s South Bay Center shopping plaza hopes to start construction next year on the first phase of the adjacent South Bay Town Center, a proposed 9.9-acre residential and commercial development.

The project calls for 475 apartments, a 130-room hotel, 12-screen cinema, 113,000 square feet of retail and restaurant space and parking.

South Carolina-based Edens, the developer, said the social and economic activity generated by the project could be an impetus for “positive change to abutting, antiquated commercial and industrial properties” in the area between Massachusetts Avenue and the Southeast Expressway.

“The goal … is to provide a high-quality, pedestrian-oriented experience similar to other shopping districts such as Cambridge’s Harvard Square, where ground floor uses activate streets with sidewalk cafes … lighting … planting(s), benches and trees,” Edens said in more detailed project documents filed with the Boston Redevelopment Authority this week.
