BOSTON – Bay State Appeal’s latest draft of a ballot initiative that would fully legalize adult marijuana use in Massachusetts would allow licensed medical marijuana dispensaries to sell to recreational users.
“We don’t anticipate that they will ultimately be the primary retailers, but they will have the advantage at the start,” said attorney Steven Epstein, one of the authors of the ballot initiative.
The organization submitted a second draft of its recreational marijuana ballot question to the state attorney general’s office last week for an informal review of its legal aspects.
Proposals for the November 2016 ballot must be submitted to the state by Aug. 5.
