Kentucky House GOP chief of staff who signed secret sex harassment settlement resigns

FRANKFORT, Ky. — Ginger Wills, the top House Republican staffer who along with former House Speaker Jeff Hoover and others confidentially settled complaints of a woman on the House GOP staff last fall, has resigned.

House Republican Whip Kevin Bratcher, of Louisville, confirmed Friday that Wills had submitted her resignation this week. He said it was effective either Friday or Monday.

"She resigned. I don't know why other than she just said she was looking for other things and it was time to move on," Bratcher said.

Bratcher said Wills had been chief of staff for the past year. The job, according to the Legislative Research Commission website, paid $120,750 per year.

FRANKFORT, Ky. — For the second day in a row, former Speaker Jeff Hoover dominated and disrupted proceedings in the House, demanding it change its rules to make the "loser pay" costs of a committee investigating his secret settlement of a sexual harassment claim with a former staffer.

His demand followed a thunderous and emotional speech Monday in which he agreed to resign as speaker, a decision he had delayed, saying he didn't want to be a "distraction" to the House, which is facing contentious issues including a budget shortfall and the public pension crisis.

But on Tuesday, as the House began its business, Hoover, a Jamestown Republican, blasted the "gang of eight" fellow Republicans who have initiated an investigation of his behavior under new House rules that could lead to his expulsion. He proposed an amendment to make those who filed the complaint against him be forced to pay the costs of the investigation if he is exonerated.

"It is simply a loser-pay amendment," he said in a shouted speech that grew so loud that acting House Speaker David Osborne, a Prospect Republican, banged the gavel to quiet him.
