2. IL doesn't have its own website: it's using the federal exchange

That federal website is taking the traffic for 36 states, so yes, it's hard to get on. Keep trying at healthcare.gov, or wait a few weeks.

3. Crains' had an article that said the best deals will be in western Illinois.

Actually I think it was north western Illinois - especially around the area near Dubuque Iowa - on the Ill side that is.
Du Page, Lake and ???? would be the most expensive. Sorry I can't pull up the article but I'm not a subscriber. I was able to get a brief peek at it yesterday.
