Bill to make Health Insurance Companies justify their rates

I heard this on the Norman Goldman show. Apparently it's a petition to get a bill on the ballot to make Health Insurance companies justify their increases. First time I've heard of it. You?

Require health insurance companies to publicly justify rate increases before they go into effect!

rose 153.5% since 2002, more than five times the
rate of inflation.

Fact!
Only four insurance companies control 71% of the California market, and they set premiums in secret, behind closed doors.
