California pet stores could sell dogs, cats and rabbits only from animal shelters or rescue organizations if Gov. Jerry Brown signs a measure sent to him on Thursday.
Assembly Bill 485, by Assemblyman Patrick ODonnell, D-Long Beach, aims to crack down on puppy mills and other breeding facilities where animals are mass-produced for retail sale, often in poor conditions. More than 30 cities, including Sacramento, have already adopted local restrictions on selling commercially bred animals.
Assemblywoman Laura Friedman, D-Glendale, said her hometown passed an ordinance several years ago after hearing from a pet store owner that no reputable breeder will breed an animal and then sell it to a pet store put in a window and be sold off to who knows who, maybe to end up later in a pound.
Given the number of very adoptable, very lovable, very cute, very noble dogs and cats that we have in shelters all across the state, she said, lets focus on finding homes for those animals and not on encouraging the horrible trade of dogs and cats that come out of puppy mills.

"Puppy Mills Across the United States. The highest concentration of puppy mills is in the Midwest, specifically in Missouri, but there are also high concentrations in other areas, including Pennsylvania, Ohio and upstate New York. Commercial dog breeding is very prevalent among Amish and Mennonite farmers."
Strange how some religions elevated humans so far above our evolutionary cousins as to view them as animated objects.

Ban on puppy sales approved in Hillsborough but not for existing stores
TAMPA There won't be any new puppy stores opening in Hillsborough County, commissioners decided Wednesday in an attempt to crack down on puppy mills.
However, three stores already operating here can remain open if they keep close tabs on their breeders and don't run afoul of state or federal law.
That's the compromise commissioners worked out after months of tough deliberations on a proposal to ban the commercial sale of cats and dogs in Hillsborough County.
Consensus only came after one of the longest commission debates in recent memory, prefaced by dozens of speakers who weighed in on whether the county should make an exception for existing businesses.

(36,463 posts)One small benefit not addressed in this article is the fact animals will now be "spayed or neutered" by California state law, and will help reduce the rescue dog population problem.
Agr Code §§ 30503, 31751.3).
Colusa (Lucy) Brown, California First Dog, approves this law.
