Loosening the purse strings with a gridlocked government is next to impossible.
Ironically, the Offstream Sites Reservoir project is supported by farmers, conservationists, and the general public, and is considered a win/win/win, but the asshole politicians that want to shrink government love throwing up roadblocks.
