The preliminary settlement that would reduce fines for International Nutrition would not free it from the intense scrutiny of the Occupational Safety and Health Administration’s “severe violator enforcement program,” an Omaha official said Wednesday.

“They will remain in that program for at least three years after the agreement is finalized,” said Bonita Winingham, OSHA area director in Omaha.

The preliminary document was signed Tuesday in connection with an industrial accident that killed two workers and injured nine others at the livestock feed manufacturing plant at 7706 I Plaza in January 2014.

OSHA penalties were reduced from $120,000 to $78,000, and several violations were reclassified or withdrawn after review by the Occupational Safety and Health Review Commission, an independent federal agency. The company did not admit fault.

They shouldn't have any fines reduced. What is the point of having the fines and rules if they can just be negotiated down or away altogether? So the cost of killing 2 people and injuring many others doesn't even cost them the salary of upper management.
