that could be funded on a sliding scale sort of basis, with a minimum as you suggest. I firmly believe no one in this world should be homeless. And right now as the capital is globalising we may be pushing up some boats somewhere (China for example?) and drowning others. We have no good way to help out the folks who are being downsized through no fault of their own. It was bad with NAFTA, and will be worse with TPP.
