most theater depts know better, and get the rights through ascap. i am not sure there is even a charge for school productions. if there is, it is minimal. especially in a case like this where it isnt even a theater dept charging money.

The Wizard of OZ (1939) is a VERY jealously guarded property. Not to mention Motown's grasp of its music.
