Photoshop elements 10

Help!

Adobe Photoshop elements 10 is on my list of photo editing softeware. I have read the writing on the box and have googled various review sources all to no avail. The capabilities I seek don't seem to be included in the program.

What do I seek?

I want something akin to Corel Photopaint 6, a program I have installed on my windows based unit. Photoshop elements would be used on my MAC.

Specifically, I want tools similar to the masking tools found in Corel as well as the intersection and welding functions.
Of course Jpeg and RAW are essential with import and export capabilities...

Does anyone out there have a handle on any of this?
