First, If a frog had jumped onto wet cement, it would have been too light to make an imprint. In fact would probably just hop away with some wet sand on it's feet.
Second, even if it somehow got stuck, it would not have sunk into the cement, again, not heavy enough.
Third, IF a frog got stuck in the cement, it would have been very liquid cement and would have closed over the frog, leaving no imprint.
Finally, the person who laid that cement played a fantastic prank on all those who would pass by that froggy imprint. Probably used a rubber frog.
