I really wish my neighbor wouldn't let his cat free roam

...according to the Missouri Conservation Department.
In 1993, we had one walk across our pasture and sit at the edge of the woods. I videotaped it (from a safe discreet distance, of course!) and showed the tape to a conservation agent, who told me, "it's a dog." I ain't stupid; I know a CAT when I see one. It walked like a cat, it sat like a cat, it had a feline tail, a feline snout, a feline gait. The guy was just too lazy to do a report for a mountain lion.
