It's now only a pedantic statement which at one time was quite witty and clever and coined by a person with high intellect. The problem is that anyone who uses it now is just parroting a very good original statement that should be instated into the 'famous phrases' file and not used loosely to expose one's own inability to think creatively for themselves.

For example, when I was talking about how great the Dune series is. I said, "This is an awesome piece of literature; but whenever some bonehead tries to say otherwise, I decapitate them, for is it not written, 'Orrex does not suffer fools gladly'?"
