Meldrum Park at the meeting of the Clackamas River into the Willamette River.
What's more, that pipe carries the water under the Willamette River to the other side to supply water to the growing population over there in West Linn and Lake Oswego.
Amazing how they 'punched' that pipe under the river without disturbing the rivers bed.

The rural water district where my parents used to live did this in the 'eighties.
The district also built a high pressure bypass line to serve properties at higher elevations, charging extra for that water too, since it wasn't generating electricity.
