Should mail that was delivered to the wrong address 14 years ago be returned to sender?

During a move a friend found mail from 14 years ago that was delivered to his address by mistake. He had collected about 60 pieces and put them in a bag but forgot about them and now doesn't know if he should toss it all or return to senders.

and let the post office sort it out. i imagine that only a few of the return addresses will be correct after all this time.
