unless they are also evenly divisible by 400, in which case they are leap years.

So...

1. Was 1900 a leap year? No
2. Was 2000 a leap year? Yes
3. Will 2100 be a leap year? No

The Gregorian calendar was introduced in 1582. It was never applied retroactively.
