It's out of the ordinary, sure...but there is something of a romantic quality to it. The composition is interesting and if they love it, that's what matters.

The most obvious flaws are out of focus elements in the foreground and the colors have been over-manipulated in post processing. The composition would have been greatly improved by a shorter lens, which suggests the photo was probably taken with consumer grade camera equipment. You are exactly right in that if they love it, that's what matters, but there's plenty not to love about it.

Could've been the DO NOT HUMP placard, or if they weren't going for the comedic value then the romantic quality is the old-time trains and the fact that he's a service member brings to mind the old departing train scenes in the movies.

Would I have done the shot differently? Sure. Maybe I'm not enough of a purist but I just don't see anything all that bad in the photo, rather I see a couple of newlyweds in an interesting location with a humorous sign near them.
