The removal of fat using a suction tube, thus Liposuction. What the OP is talking about sounds more like reconstructive or general appearance alteration plastic surgery. Like a face lift, only you are adding fat to build features.

The fat grows back somewhere else. Hence, the transference of fat.

The body usually has an equilibrium it likes to maintain based on your metabolism. It's not surprising you can't easily cheat it. And now that I think about it I think they DO do fat transfers, using suction (injection in this case) from elsewhere on your body. So this would be a form of lipo.
