And most office buildings have horrible HVAC systems. Makes you wonder how much money and energy could be saved if they worked efficiently in cooling alone...

I see what you mean. I was thinking more along the lines of "pole position" as with racetracks Which also use chase cars.

I was surprised to see the chase car in that video was a little sedan or something. I've only ever seen pickups and big SUVs as either chase or pole cars...
