A. If a bike is not returned within 24 hours, the system charges a rider’s credit or debit card a fee of up to $1,000.

Though Bikeshare does require you to wear a helmet...though so too does DC law if you're riding on public streets. Also, Bikeshare has a higher annual fee and lower hourly rates. Further, they only charge you like $380 if you lose the bike...because that's the actual replacement cost. They appear to be the same specialized bikes.
