He stole the big drug kingpin's coke after shooting him in the eye on a runway in Columbia. Then he took the coke, faked his death by putting his ID on his drug-running partner while pulling a DB Cooper himself. Everybody assumed he was dead. Arlo Givens and Boyd's daddy covered for him in exchange for all that coke and sent him to the hill people to recuperate and set up a new identity. That's how coke came to Harlan.

The Marshals want him because he's a wanted fugitive that has eluded capture for 30 years. The drug kingpin in Detroit that runs the crime syndicates wants him because the fucker shot him in the eye and left him for dead on a runway in Columbia. Dixie Mafia want him because they take orders from Detroit. Boyd just wants him because he thinks that Dixie or Detroit will pay him a lot of money to turn him over to them and he can take the money and go legit with legit businesses and a house on the hill. Pretty much everybody else wants him for the same reasons as Boyd. Boyd's also a little pissed-off that Shelby/Drew (who he thought was part of his crew) shielded Ellen May from him when Boyd ordered her execution to protect Ava.
