It just means the thread doesn't bubble back up to the latest thread when it hits 25, 50,...,etc., posts.

It still bubbles up to the top of the forum whenever a new post gets added to the thread, but you have to be in the forum to see it.

I gather it is just making a notation of when a poster makes strides in posting. Weird, but all I can think of.
