The reason why hard boiled eggs are sometimes hard to peel is because at lower PH levels the white part of the egg adheres more strongly to the membrane. Baking soda will raise the PH and make them easier to peel, but it will also make the eggs taste more sulfurous which is a bad tradeoff. If eggs are allowed to age for a few days, the PH will go up naturally and they will be easier to peel. So the best solution is just to use old eggs. That's exactly what I do with mine if they are about to go out of date. If you need them right away, it's usually easy to find them nearly out of date eggs at the grocery store. They are also usually the ones on sale.

Put them in the fridge and allow them to cool before peeling. That also helps.
