have been around for years and resizing is one of the many things they do. Free, powerful, and easy to use.
I had trouble with some versions of Irfanview, so I use Xnview-- http://www.xnview.com/

and type in 'image editing'. You can also select 'Free' or 'Free to try' on the left after you run your search. There are useful reviews.
