Let's review:

1) Lived in DC in the late 80s and early 90s
2) named Dan
3) Of the right age to find disco "cool."
4) Could get away with tagging shit absolutely everywhere with no police interference, even in some very high traffic/high visibility areas.
5) had lots of free time.

Mystery solved.
