Burls are mostly used for veneers
Usually they just scrape a tree's layers for that, right?

Some burl can be very expensive, so creating veneers out of it is a way to get more mileage out of it. Burl by itself isn't very structually sound, so creating a veneer with it gives it strength from the underlying substrate.
