Why doesn't he and others shave that or grow it into a proper beard??? It looks like shit.

He also had a scraggly not-quite-a-beard growth of something resembling a lichen all over his face. I don't imagine Norquist would appreciate the comparison, but there you are.

Maybe it's all the beard Grover can manage.
