The main men's hair style back then was very short-- "buzz cuts". The Beatles' mop-top cuts which were becoming popular with teens and twenty-somethings around that time were criticized as being "too long".

and he really stood out, in 1969. The first time I remember seeing a hairdo like that was on The Mod Squad, which premiered in September 1968.
