I think 'bloke' means just any old guy, but 'chap' means a guy you like or admire. I've heard someone use the phrase "a rotten bloke", but never "a rotten chap."

A chap is a fellow you would like to have as a friend.
A bloke is a fellow you could see yourself not liking but who turned out to be okay.

"Bloke" = Guy who's plugged in, who can get himself in all kinds of trouble (and you too, if you're in).

"Chap" = Guy like Matthew Broderick, basically likeable and harmless, who marries someone like Sarah Jessica Parker and no one really cares, he's not hurting anyone and neither is she, even if an unfortunate number of Web surfers feel that she has truly equestrian features.
