Most stores I've been in have a sign that says returns on xxx (shit like that) are prohibited.

Stores around here put up signs over a month ago - returns not accepted for more than 2 packs.

all returns go straight to the 'damaged merchandise' bin, and not back on the shelves.
That includes hair dye bought hours before being returned for the "right" color.
Wasteful, but a safe policy under current conditions.
Edited to add: the depicted behavior is revolting.
