I started putting long sticks in them to give the squirrels something to climb out on.
I rescued squirrels twice and found several that had drowned. Putting long sticks in solved the problem - the squirrels can climb out with little difficulty.
Unfortunately a young red shouldered hawk was not as adept - we rescued him from inside the water trough and when he seemed uncoordinated, turned him over to a wildlife rescued group. They nursed him for a week and then released him back here on the farm. It seemed he was just dehydrated (why he was trying to drink out of the water trough) and cold so all they had to do was watch him and he was fine.
