People there install lots of dashcams because of the problem of people faking accidents then suing people who did not cause them. So Youtube gets lots of videos of spectacular accidents and plenty of stupid behavior. It probably makes Russian drivers look worse than they actually are.
Dashcams are one of the reasons we got so many pictures of the Chelyabinsk meteorite when it fell.
